The Corporate Plan is a product of a wider consultation between the Branches and Divisions of DoW. It is a review of the previous corporate plan 2005 – 2008 and has taken a signifi cant shift to take into account the changed Ministerial portfolio responsibilities. This new environment provides interfaces for shared road maintenance responsibilities and allows a harmonious co-existence between DoW and the National Roads Authority (NRA) in our endeavour to achieve national goals and objectives. Although long term planning in the form of corporate plans have been practiced over a number of years by DoW, it has become clear that there is a need to improve this system of planning to make it more systemic and responsive to the challenges of the work environment and to meet the demands of a more discerning and critical public than has been in the past.

In line with GoPNG philosophies, DoW has reviewed its vision, mission and value statements and has developed six Corporate Goals to guide the effective and efficient delivery of our mandate for the 2009 – 2012 plan periods. Complementary to this is the review and restructure of DoW’s organisational structure, which is incentive driven, coupled with capturing the changing nature of the operating environment and its focus on the Medium Term Development Strategy (MTDS) and the Millenium Development Goals (MDG).

The latter part of the previous corporate plan, it was evident that DoW was gaining major achievements and initiatives in the following areas;

  • Oro Disaster where the DoW responded to repairing and rehabilitating 832 kilometres of roads and 32 bridges in 12 weeks. Most signifi cant of these was the Girua River crossing spanning 210 meters which was repaired and traffi cable in four days after the arrival of DoW teams.
  • Internal Service Improvement Program (SIP) embarked on significant quality control and internal process improvement programs across all sections of DoW.
  • A major thrust in outsourcing of construction and maintenance activities in our endevour to encourage the growth of the construction industry. This is in recognition of the fact that the private sector plays a significant role in the economic growth of the country.
  • Reinstatement of the Plant and Transport Branch Trust Account since its closure in 1995 by a major policy decision of Government.
  • Implementation of HIV/AIDS program which has signifi cantly stepped up existing activities in this critical social area.
  • Recognising training and development of the human resource as being fundamental to the development of the economy, thus increasing our efforts in refreshers and new courses and an increase in the number of participants in advanced engineering training and masters courses both in-country and overseas.

It is my desire that the vision we have coined, shaped by our purpose-driven mission and uplifted by our values will inspire us with a sense and purpose to realise the dictates of the MTDS and the MDG.
