Our Mission Statement

Department of Works mission statement is as follows:

"DoW exists to provide and maintain an adequate and safe priority road network in an accountable, transparent and environmentally sustainable manner in consultation with stakeholders to facilitate national development and embrace the standard of living as embodied in the Constitution of PNG."

Our Values

Our values form the foundation upon which DoW is built. They represent our Melanesian culture, guide our behaviours and influences our decision making and relationships with stakeholders. Dow's values are:

  • ROADS MATTER - we take pride in managing the priority road network for the benefit of the community,
  • EXCELLENCE in SERVICE - understanding and providing what is important to our stakeholders and communities,
  • PROFESSIONALISM - providing high levels of expertise in delivering our services,

Outcomes & Key Performance Areas


Goal 1: Provide Safe and Trafficable Roads

Objectives
The DoW will, in line with the NTDP goal, provide safe and trafficable roads. Papua New Guinea being part of the global village is no exception to the increasing concern of global warming on environmental degradation. With this in mind, the DoW will provide road and other technical infrastructure, using clear guidelines to ensure that such developments have a minimal impact on the environment.

Targets

  • Percentage of Sealed 16 Priority Roads in Good condition by 2012....60%
  • Percentage of Sealed 16 Priority Roads in Fair condition by 2012....30%
  • Percentage of Sealed 16 Priority Roads in Poor condition by 2012....10%
  • Percentage of Unsealed 16 Priority Roads in Good condition by 2012....50%
  • Percentage of Unsealed 16 Priority Roads in Fair condition by 2012....30%
  • Percentage of Unsealed 16 Priority Roads in Poor condition by 2012....20%

 
Goal 2: Corridor Land Management

Objectives
The DoW will build and promote a vision on how the priority road network will be used for the future. This will need improved nation-wide legislation and governace for the road corridor and will involve active engagement with stakeholders, landowners and communities on corridor land planning.

Targets

  • To initiate enactment of the necessary legislation for appropriate road corridor land mangement for the priority road network by March 2011;
  • Develop a land holder's satisfaction feedback to assess DoW's ability to meet landholder's expectations under the road corridor land management legislation and management plan by March 2011

 
Goal 3: Program Development and Delivery

Objectives
The role of DoW is to provide reliable priority road network which we are mandated to deliver within the National Transport Development Plan. To achieve these aims we must improve and consistently deploy technical policies, standards, systems, guidelines and processes.

Targets

  • ROAD AND INFRASTRUCTURE CONSTRUCTION
    • To have implemented design projects that conforms to standards by March 2011,
    • To have implemented road construction projects that conforms to specifications by March 2011,
    • To have implemented road projects within approved budget by March 2011,
    • To have implemented road projects within agreed time frame by March 2011
    • Percentage of Unsealed 16 Priority Roads in Poor condition by 2012....20%
  • ENVIRONMENT
    • To implement all projects in accordance with Environment Act and the national environmental policies under the MTDS,
    • To monitor compliance with prescribed environmental standards with effect from April 2011

 
Goal 4: Building Infrastructure Management

Objectives
The DoW will actively facilitate, control and monitor the building industry to ensure safe and sound practice in the design and construction of building and related infrastructure as required under the Building Act of PNG.

Targets

  • To provide restoration plans to achieve a 50 per cent improvement to deteriorated state buildings and related infrastructure to tolerable levels by 2010;
  • To provide a plan of specialised support services to other divisions in DoW by 2010;
  • To promote to line agencies and external stakeholders that DoW can provide cheaper rates in feasibility studies, supervision and construction of buildings and related works by 2010

 
Goal 5: Effective Relationships

Objectives
The DoW will actively identify our stakeholders and seek to understand their needs and expectations by improving our communications with all stakeholders.

Targets

  • To develop a stakeholder satisfaction feedback system to assess DoW's ability to meet stakeholder needs by March 2011;
  • To have in place a functional public information system to engage stakeholders about their obligations on the DoW mandate by March 2011;
  • To facilitate enforcement of stakeholder obligations on the DoW's mandate by April 2011;
  • To have in place service delivery agreements with stakeholders with effect from April 2011.

 
Goal 6: Capable Organisation

Objectives
The DoW will strive to match its competency needs with its mandate within the MTDS and NTDP, through a well coordinated human resource development and mangement strategy. Processes of the DoW's core activities will be reviewed and updated for the purpose of core work delivery improvement. The DoW will adopt the sector HIV/AIDS strategic plan, which will be devolved down to all provinces in an effort to mitigate the HIV/AIDS scrounge among its staff and stakeholders where feasible.

Targets

  • TRAINING
    • To review annual training plans for each Branch with recommendations of the Training Needs Assesment to be completed by March 2009;
    • To train staff in accordance with the annual training plans with effect from May 2010
  • APPROPRIATE ORGANISATIONAL STRUCTURE THAT ENABLES SERVICE DELIVERY
    • To review the organisational structure of the DoW by March 2009;
    • To implement the approved organisational structures of the department / branches with effect from June 2009
  • SAFE AND HEALTH CONSCIOUS WORK FORCE
    • To adopt sector HIV/AIDS policy by March 2010;
    • To develop standing operating procedures for occupational health and safety issues beginning April 2011.
