ASSET MANAGEMENT BRANCH
The main objective of the branch is to ensure the maintenance program is implemented in accordance with Government policy within the appropriation and programmed work plan.
Our main tasks is to plan, prepare and programme annual maintenance strategies, these strategies are translated to tactical work plan, cost of maintenance for the next 5 years. Based on this list it will be discussed with Provincial Works Managers to produce annual operational plans. These plans will be the basis for monitoring the projects through Monthly Schedule of Works and situation reports submitted by the PWM's. The Road Network is monitored by Road Asset Management System (RAMS) and Bridge Management System (BMS) through annual inventory and data collections, this serves as auditing of network performance and project monitoring.
In particular, the Branch carry out the National Road Maintenance Funds distribution (NRM) and Bridge Maintenance Programmes, Road Asset Management System (RAMS) road inventory update and survey and Bridge Management System (BMS) bridge inventory update and survey all funded by the National Government.
In order to have realistic and appropriate maintenance plan, it is necessary to collect inventory and condition information of roads and bridges asset on regular basis in accordance with prescribe interval and policy.
Being the responsible branch for roads and bridges maintenance planning and monitoring field visit is required to ensure the funds allocated are spent on programmed work plan. Provincial offices are required to report progress through Monthly Schedule of Works updates and physical achievement of the projects.
The Road Asset Management System
The objective of the RAMS section is to update the National and Provincial Road inventory, road information database and traffic count in the country and to utilise these data to plan, prepare and programme annual maintenance strategic budget and work programmes.
The basic scope of works consists of the following:
- Road condition update.
- Road survey on unsurveyed road sections.
- Road survey of newly declared roads.
- Traffic count on all roads.
- Data entry of updated and new road survey information.
- Analysis and preparation of road maintenance programmes.
