The principle function of the Materials Testing Laboratory Section within the Research & Materials Testing Branch is to provide geotechnical advice together with materials testing services in order to support design and construction projects undertaken by the Department of Works and Transport.
Under the direction of the Assistant Secretary (Research & Materials Testing) projects of various natures are undertaken throughout Papua New Guinea and include investigations in respect of the following:
• Building and Bridge Foundations
• Stability of Slopes and Embankments
• Assessment of Road Construction Materials
• Design of Airport and Roads Pavements
• Concrete Testing and Trial Mixes
• Quality Control Testing of Foundations and Pavements
Materials testing services and geotechnical consultancy are also available to other Government Departments and the Private Sector. Upon written approval from the Secretary, Department of Works, the Research & Materials Testing Branch may undertake private consultancy on geotechnical investigation and testing for the Private Sector.
Under the directions of the Secretary, Department of Works, the Assistant Secretary (Research & Materials Testing) is responsible for approving requests for testing services and geotechnical consultancy and all such requests must be forwarded through the formal channels.
Payment in advance or confirmations that funds are available is now a prerequisite prior to services being carried out by our main Materials Testing Laboratories, which are located in Port Moresby and Lae.
In order to expedite requests for testing services the following new forms have been introduced and must be completed accordingly:
1. Request for Materials Testing Services (Internal Department of Works & Transport)—refer to Appendix C
2. Requisition for Materials Testing Services (Other Department and Outside Organizations) — refer to Appendix C
Works within the Research & Materials Testing Branch will only be undertaken upon receipt of the above relevant form suitably completed. The Branch reserves the right to nominate payment to a nominated fund prior to undertaking works if deemed necessary by the Branch.
Forms for Materials Testing Services may be obtained from either the Port Moresby or Lae Laboratories.
Payment of accounts are due within 30 days and are to be made payable to "Department of Works — Collector of Public Monies". Cheques should nominate the Branch's Invoice/Statement Number for identification. Payments should be addressed to:

Failure to pay accounts with the nominated time may result in the future retention of services and subsequent legal action through the relevant agencies may be undertaken to obtain outstanding payments.

The Research & Materials Testing Branch hopes these rates and accompanying information assist in the preparation of cost estimates which may involve the Materials Testing Laboratories and associated staff. However, the Research & Materials Testing Branch is not bound by these rates and verification that the attached rates are applicable should be obtained from the Materials Testing Laboratories prior to submission of tender or quote involving the Materials Testing Laboratories.
