DESIGN SERVICES DIVISION
The Design Services Division is responsible for government works programs in respect of designing, planning and supervision of projects. It has six Branches, these being:
- Architecture and Building
- General Engineering
- Roads and Bridges
- Survey and Lands
- Research & Materials Testing
The Division is mainly tasks to:
- Plan and design a road development program in collaboration with the Department of Transport (DOT)
- Co-ordinate roads and bridges implementation programmes in co-operation with the Operations Division of the Department.
- Undertake road classification and network development in conjunction with the Department of Transport, the Department of Agriculture and Livestock, National Forest Authority and PNG Electricity Commission.
- Undertake analysis for traffic trends, flows and volumes, and develop design solutions for inclusion in the road development programs.
- Manage road pavements including monitoring, testing and recording of pavement conditions.
- Carry out cadastral and engineering surveys and produce survey plans and maps for the Department's design branches and clients.
- Undertake land investigations and assist with Land Acquisition and settlement of land disputes.
- Provide funds and assist land acquisition agencies (Land and Provincial Affairs) in the execution of land compensation payments to land owners.
- Design the civil and structural works for Government buildings and allied structures.
- Design and assist with the implementation of Provincial Government building programs.
- Provide advice to the building boards especially on the interpretation of plans for large buildings and allied infrastructure.
- Maintain regular inspections of building under construction to ensure that regulations are observed.
- Assist in the formulation of Government building development plans.
- Prepare project cost estimates and advise on financial implications of design decisions.
- Oversee pre-qualification of tenders on special projects and prepare tender documents including all bills of quantities, and give technical advice on tenders and contractual agreements.
- Monitor construction cost trends and techniques as well as usage of local resources.
- Prepare feasibility studies on building projects for the Department and clients.
