The function of the Technical Services Division is to implement government works programs in respect of designing, planning and supervision of projects in architectural and building services, general engineering services, survey and land acquisition, roads and bridges design services, science and technology design services, quantity survey and project audit services.
The Technical Services Division comprises six (6) branches: Architecture and Building, General Engineering, Quantity Survey and Project Audit, Roads and Bridges Design, Survey and Lands and Science and Technology.
Architecture and Building Branch
Architect & Building has a two-fold function.
- To provide Architectural Design, documentation and related technical advisory service to all National Government Departments, statutory organizations and to a limited extent private individuals and organizations.
- Through the Building Inspectors and Provincial Building Boards, manage, coordinate, implement and monitor the PNG Building Act & Regulations (Chapter 301) 1994 in conjunction with all associated Building and Construction Standards and Codes in the country.
General Engineering Branch
General Engineering in its multi-disciplinary role, provides services covering Structural, Mechanical and Electrical Engineering. These services include design and the maintenance and refurbishment of Government infrastructure and buildings.
Roads and Bridges Branch
The specific function of the Roads and Bridges Design is to provide Design and Documentation and Technical Services to the Department. The Branch is mainly supported by the Survey and Lands Branch and the Materials Research and Testing branches. They provide services to the Roads and Bridges Design Branch during the early preparatory design work before any detailed design work can commence.
Survey and Lands
Survey and Lands carries out engineering surveys for design purposes, including aerial photography and topographic mapping. The primary responsibilities of the Branch include;
- Undertake land investigation over land required for DoW projects.
- Execution of cadastral and engineering surveys to enable design to be carried out on roads, bridges and buildings.
- Coordinate the activities of consultants engaged in the execution of survey contracts to carry out infrastructure design as well as supervise in-house surveys undertaken by branch staff.
- Update and maintain existing technical, administrative and procedural manuals.
Science and Technology
The Science and Technology Branch provides geotechnical advice on civil works and materials testing services. It also coordinates research into suitability of materials for use within the Department and also the construction industry in PNG.
