The proposed establishment of the Contracts Division came about as part of the overall re-organization of the Department to re-align resources to improve the delivery mechanism within the organization. In addition to that the Management saw the need to properly coordinate all contracts from the inception stage through procurment and administration including project audit. The role of Contract Management Division is to program, manage and implement all transport infrastructure development projects funded by donor agencies in accordance with the stipulation of the agreements between these agencies and the State.
There are four (4) donor agencies;
- AusAID
- World Bank
- European Union who also take care of the Highlands Highway Rehabilitation Program
- and the Asian Development Bank.
AusAID Project Office
The role of this office is to manage, coordinate and supervise major road infrastructure projects funded by the Australian Government through
AusAID. The Project Office implemented the National Roads and Bridge Maintenance Projects (NRBMP) and National Roads Regravelling and Sealing
Project (NRRSP) which have closed as of 2006.
AusAID has initiated a new project called the Transport Support Sector Project which embraces all modes of transport.
World Bank Project Office
This office was established to manage, coordinate and supervise major road infrastructure projects funded by the World Bank on behalf of the Government of Papua New Guinea through the Department of Works. Its operation has expanded to accommodate the administration of the Highlands Highway Redevelopment Project (HHRP), one of the priority projects under the Government’s Medium Term Development Strategy (MTDS). Apart from HHRP, there are currently two other projects that are under this office and they are the Road Maintenance and Rehabilitation Project (RMRP) and the Highlands Rehabilitation Project (HHRP).
European Union Project Office
This office is responsible for the management and administration of all projects that have been funded by EU. The three projects that they were funding have all been completed namely; Ramu Highway Project, Bereina-Malalaua and the Mumeng-Bulolo.Roads.
ADB Project Office
The overall objective of the ADB Project Coordination office is to manage, coordinate and monitor the implementation of the GoPNG and Asian Development Bank funded road projects in line with the requirement of the financial arrangement.
Contract Administration & Supervision Branch
The Branch is be taked to;
- monitor all contracts in conjunction with various Project Directors
- prepare documentation, arrange procurement (including Tender Evaluation) and administer contracts funded by the Government of PNG
- review and update Contract Document both for construction works, consultancies and Supply Contracts
- arrange Supply Contracts for the Department (Office equipment, construction materials, safety equipment etc)
- purchase and dispose of DoW assets in accordance with established procedures
- maintain a register of DoW Building assets
Quantity Survey and Project Audit Branch
The main function of the Quantity Survey and Project Audit Branch is to safeguard the nation’s expenditure and financial welfare in the building construction sector. It’s role starts from the sketch plan stage to the awarding of contracts or the issue of Project Check Sheet if the work is done by day labour.
Environmental Office
The responsibility of the office is to advise the department on environmental issues that impact the project.
